Doesn't the dept of ag publish charts for each area that tell you when its safe to plant outdoors?

I used the dry stinky stuff last year, but wasn't great about remembering to re-apply after rain, so I did have lots of deer ate plants. In my Fall/Winter seed test, and the Spring crop I have been using the stinky spray stuff. I did have a couple topped in the Peach Patch, but it was before I had sprayed the first time. Once they are budding, the seem to lose interest, but I'm still spraying, just in case.
