Either way.
On the soil, you dont want it too "hot" for seedlings, FF soils are notorious for this, unless you use Foxfarm Light Warrior, it is great for germinating seeds, then move to Your ocean forest. I would use FF Potting mix with Bat Guano and earthworm castings instead of happy frog, but thats just me. also make sure you use plent of perlite so that your roots get better air and water flow.
If you growing Autoflower plants, go with 3 gallon pots, if your going regular go with 4 or 5 gallon pots to save you from transplanting.

The bigger the plant you grow, the more lighting your going to need. Check ebay for t5's, they are pretty cost effective and put out alot of light. you should also think about mylar or panda plastic if your using the minium lights possible, as you need to reflect what little lumens you have. You can build a CFL setup with around 20 lights for about 150$ finished, and do it to your likings. The great thing about CFL's is that you can strategically place them to improve growth in seperate parts of the plants.

you could also run a 150 HPS, that would be more than plenty of lighting for one plant and they are like $80(i think) on ebay.

Mix your perlite, Ocean Forest and Potting mix all together at once, make one big ass tub and makes sure you mix it well. I always put hydroton on top of my soil to help even out the water distribution.
what is the difference in cost in the electric bill using the hps or the cfl system.
Couldnt tell ya, Mine didnt jump much, but Im also running Pumps, Ventalation and fans, Id say a 150HPS would probably bump your bill 10-20bucks a month if that.. Its when u get serious about it and start running heat control and other things that the money starts to add up.

alot of people like to use a 40% perlite mix with there soil or there abouts, and as for cost of lights you have nothing to be worried about for my 12/12 cycle at 6cents KwH its only about 13$ more for my 400watt
EDIT: also you could try putting somthing over the soil so it doesn't get direct light like a paper plater with a slit in it...
