Flowering problem please help!!

Hi this is m first grow. My plant is almost 3 weeks into flowering and has almost no signs of flowering at all, not even any hairs. I'm using cfl's. And the plant comes from bagseed. In the morning it when the lights are off there might me very minimal light leaks for about 2 hours before the lights come on. Is this enough to prevent flowering?? Also some of the leaves are burnt pretty bad, should I cut them off?? Please help asap

bagseed is hit and miss to begin with, you may just have hemp. give it a couple more weeks if you dont see anything then just bag it or hone your growing skills.

are you sure its a female?light leaks will fuck up flowering,but NO HAIRS AT ALL?sorry but it may be a dude...
