It depends how much space you are trying to light. Controversial subject really obviously the more the better but grab yourself one or some of the high watt CFL's I'm growing in a 1x1x2 box with the lights at half mast so i am projecting 6000 lumens of mixed color spectrum (2 daylight bulbs 23w and 1 42w 2700k .) anyways im somewhere around 90w of light and growing 2.

If you do not VEG your babies with the 1000 watt MH, you are out of your fucking mind. Then flower with your HPS.

Could I grow a full crop from start to finish under fluorescents? If not what kind of stores would I be able to buy MH or HPS lights at?

Yes though there is some debate over quality. You can get lights online or i've heard of people getting them from home depot.
