first time growing, would this minimal setup be alright?

would a set up consisting of these three components be alright? is there anything missing, bad lights..etc? :

hey lilliac your 3 links are dead...cant see the products your looking at..But i can tell you your important items are going to be, lights,air circulation/ventilation, good quality soil, and atleast some regimen of nutrients for veg and flowering stages

well, it was a reflective light fixture so i could use the bulbs, a 125v 2700 bulb and a 125v 6500 bulb.
are soil additives really important?
