First grow woes!

Ok so heres the deal. I've been lurking this form for the last few days searching for some info. Although I have learned a lot I still have a problem. After reading I already know I got off to a terriable start with my first grow. Now I need to know what if anything I should or can do. Here's how it went, and is still going. About two months ago I germed a few seeds and planted them outside. They were off to a good start then some cridder came and ate all but one so I transplanted it in side. since then I have over wattered and screwed up the light cycle something fierce. I'm using a cfl system and I have only been doing a 16/8 cycle from day one. The plant is growing but is tall and thin. Not to bushy at all. Is it worth going any further or should I cut my losses and start over. The plant is about 15'' tall and seems to be growing verry slow. Can anyone lend me some advice?

you might as well finish it indoors if you can because its starting too get cold outside and probably wouldnt do too well now.

I plan to finish indoors. I was just wondering if the plant is to screwed up now to finish properly. Like I said this plant has never seen 18 hours of light. At the most it has been on a 16/8 cycle for about two months. And has been drastically over wattered. Right now I'm just letting everything dry out. And until I here other wise I'm keeping the same cycle to avoid doing more damage.
