First grow-- CFL's

Heres some updated pictures, has started to flower/bud, was too high in nitrogen so we did a 6 gallon flush, possibly why the leaves are droopy at the moment.
It still has not grown in the past 3 weeks.
some fan tips are turning brown and crispy, why would that be ?

It looks pretty healthy overall now, so I wouldn't worry about a few lower leaves getting crispy. If it seems to be spreading up the plant, or if the plant starts showing other signs of being sick, maybe worry then.

You have a very indica-looking plant, and that might account for the slow growth in flowering. Short and stout, but with a nice thick central cola, that's what you should be hoping for.

Keep the updates coming, I'm interested to see how this turns out for you.

I mean ideally you probably want to move those lights that are around it even closer, and add reflectors if you can so that you're not wasting as much light from the sides of the bulbs. It couldn't hurt to add another bulb or two just for good measure.

And as far as nutes go, that's not an area where I excel, so you should probably spend some time browsing the forums dedicated to that topic (both the Nutrients forum and the Organics forum). My latest grow definitely had some nutrient issues, perhaps caused by pH issues or perhaps because I wasn't feeding them right, so you can probably get better advice elsewhere. I usually would argue that less is more for much of growing, since I've seen way more people run into problems from burning and overwatering than from deficiencies or underwatering. But that being said, you do need some kind of source of nutrients, of course.
