Fan Leaves and veg leafs

If these leaves are getting to big should i cut them out?...and i heard cutting the tips of these leafs will stop the growth....will this also stop the growth elsewhere....or should i just tie the fan leaves down or together somewhere to keep them from blocking to much light. Whats the best solution for this...thanks

pics on the way, just a question though, i got em tied down for LST and fan leaves tucked at the moment just wonderin about when the rest grow in and it becomes harder to get them all out of the way

like i said most are tied down but they are getting big and shading when not tied back or tucked under
