Your local hardware or nursery should have it. If you can't find straight neem, a lot of common pesticide products have it. Just check the bottles for the list of active ingredients. Google any ingredients that you're unsure of to be safe.

Mites biting your plant made that problem. The last Garden I had to pull down due to mites was back in 1995, so it's been awhile but it was not my first total loss. I think you have mites. Take care ASAP!
You need a hot pepper/tobacco recipe, you can probably find one on here or you need a commercial product like a safer soap, I don't know exact products because I haven't had mites since the mid-90s, but once you find them you really need to get on them fast, I've lost whole gardens more than once, and unfortunately neem oil alone won't do it

If it does turn out to be mites, here's a useful link I just found too. It has some handy info about neem too. I wouldn't use their recommended amount of dish soap to neem though. You only need a drop or two.
