it'll all depend on your strains genetics, only time will tell.
Even anything under 15-16 hours can trigger flowering.
I just became aware recently how short your summer days are down South.
I'm used to 18 hours of light in the summer.

any of you other nor cal guys have this problem
Yep. Got one of my plants in a 100G smartpot doing that, not stoked. I'm debating killing it and replacing it or just hoping it revegs. I do have replacement plants for it.

I had a few extra clones I threw outside in pots a couple weeks ago and they all immediately started to flower so I tossed them.

I'm in Sacramento and a lot of people do have that problem here. Ask growers or the guys at the dispensaries and they'll usually agree June 1st is the safest time to start. Not to mention the freak hail storm we just had last week. That can happen late as May. I feel bad for anyone who had their girls outside when that swept through.

all 9 plants (some not shown) planted 4.20.11 and budding so soon :( and i'm in socal :( i don't know what to do
There isnt a lot you can really do. Short of taking them indoor's and running them under lights on a 16/8 schedule. Only real option is to make sure they aren't in the shade. And take it as a learning lesson on timing you're outdoor grow's better. Though hopefully some one with more experience may correct me.
