My guess is you're not providing enough water/air mix to promote root growth. Look inside and see if the mist is hitting all the cuttings. Remember cuttings do better in weaker light until they're ready to plant. I always use floros it has always worked for me.
No hormone powder is necessary as the plant makes its own hormone. The hormone powder or gel just clogs the manifold anyway. Hope that helps.
