Extremely slow growth

Hello all, 5 feminized plants growing very slow, germinated seeds 1 month ago in rockwool, planted directly into humboldt earth soil, currently in 1g containers, foxfarm nutes but have not yet added any until today(1month) big bloom and at 1/4 strength. Temp remains between 75-80F 24hours a days. intake fan, exhaust fan, oscilating fan, pH of water added always 6.0 and only when soil is dry, lighting is (1) 400w mh with ballast, (1) 135w xen-lux LED ufo both about 6" above plants running 24hours, any help would be so appreciated, thank you, thank you.

Almost looks like they are starving for light and are burning a little.
No nutes are needed until you get at least 3-4 nodes of growth.

These are in a soiless mix and were fed nothing but distilled water for over 2 weeks.I fed them 1/4 strength nutes at the start of week 3. Nutes are really kinda hard for a seedling to eat untill they get a few teeth (leaves) to process the nute uptake.

I just upgraded from cfl's to the mh less than a week ago, so that could very well account for the light starvation, I've noticed quite a bit of postitive growth since switching to mh lighting vs a far inferior cfl. thank you kindly for the advice
