trust the brooking institute to come up with a plan that keeps the boot on our necks while protecting the federal government's mandate to oppress the people, by dragooning the states as the fed's servant.
it's pure garbage. not legalisation, but simply a change from criminal to civil regulation.
instead of locking up potheads, potheads will have to buy their dope from federally approved, state regulated retailers and if caught with dope that doesnt have the right tax stamps on it, instead of going to prison, they just get fined into penury.
it's a brilliant move that alleviates the cost of housing all the small time Doobie Desperados, and instead levies massive civil fines and penalties resulting in an endless cycle indebtedness.
control without the appearance of control is still control, and every home dope grower will still be a criminal, since we will all be re-classified as "Drugs Kingpins".
