Early buds on 2nd grow

So I’ve had this plant since early February. And it’s been doing well, but for some reason it started budding almost immediately. The plants isn’t very big, but the buds seem to be forming quite maturely for its size. My question is, is this normal for some strains? If not, how do I correct it? Will the buds and plant continue to grow, or is this about as big as it will get?
I also planted the same strain about 3 weeks ago, and this plant seems to be growing bigger in size lengths and not budding. It seems to have more of a normal grow pattern, so I’m a bit confused. If you are in the US (or the same area on a global level) then this is happening because the days aren't long enough yet for the plant to stay in vegetative growth.

Aaaand the days are getting longer now, equinox was a week ago or so, so could reveg or something potentially soon? Either way, if you're confused, imagine how confused your plant is etc.
