It doesnt need to really stay wet.. I assume you mean the hydroton in the net cup? if you dont have roots in the water then just keep that water level about 1 inch under the net cup the bubbles will splash and keep things wet on the bottom of the net cup. Do not put the water all the way up to the net cup you will drown your seedling.

Do you have adequate bubbling action? I've had my water as low as 3 inches below and the bottom of my net pots stayed very moist. When you lifted them up water dripped off them.

Supz Rob. Id agree with Beaver and Wiimb on this one. Water 1" below the net pot, but if you're wanting more misting on the bottom of your netpot just pull your airstones up higher so the bubbles dont have to travel so far ;) Raise it up, let it sit for a minute or two, then lift your lid/netpot and see if you see droplets....if you do then you're good :D The hydroton isn't supposed to be wet...but if you wanna encourage root growth you can try handwatering it ONCE EVERY 36 hrs or so. You dont wanna drown it...just keep it moist. The downward flow of water will also help guide roots towards your rez. Hope this helpz...happy growing mane! And btw....do you have your netpot covered? Evaporation can suck...

Mineralz throws some good ideas.. In DWC I will hand feed my plants by taking a CLEAN cup dipping it into the res and watering my plant like that 1x per day untill roots drink water from the reservoir. Be patient if you are doing things right you will have roots 4-7 days. Give us some more info.
How old is your plant?
Are you feeding nutes?

What medium are you using?

What type of bubble action do you have? A lot?

How much light? What is your over all setup?

We need more info in order to help. Pics are good too!!!
