Dwarf Scullcap - Scutellaria nana extract

Hey everyone, I recently got some scutellaria nana extract that resembles normal resin from a pipe...my questions are...

Can I eat this stuff for a better effect?

Or does smoking it give the better effect?

This isn't so much a specific question about this particular substance, just about any herbal extract.

I would imagine smoking would have a higher bioavailability than eating it in this case.. but it sounds like bullshit to me, the proclaimed effects of scutellaria nana I mean.
