Id go 1 or 2 125w 6500k CFL for the top and a 600w in an aircooled hood/cooltube. Extraction for the top, any extractor fan would do, CFL's produce little heat. Id go a small 4/5 inch fan with appropriate carbon filter for extraction and a dedicated 5/6 inch 220cfm inline fan for the cooltube.
Fan controllers, what medium/system you use is your choice, but Id start out with the above for lighting, etc and you'll be flying.
