Seedlings need to be kept in a humid env. Throw a sandwich bag on top of your solo cup till its like 2 inches tall. It also looks super burnt/ over heated. And your soil looks like sidewalk dirt.

Yes, yellow shriveled, burnt, curled leaves are indicative of a healthy thriving plant.

sorry, It may still survive... but the only leaves it has for photosynthesis are not very good.. and the seedling leaves are yellow, which indicate that they will not be supplying nutrients to much longer. You can try.. but I would germ another in its place just in case.
