Does CFL ambient heat double when wattage doubles?

Simple question, but I don't know the answer. Is the ambient heat generated by a CFL directly proportional to the wattage of the CFL? If not, is it directly proportional to something else that can be measured, such as lumen output (which can vary with CFLs that have the same wattage of course). In short, I'm just trying to figure out whether or not it's more efficient from a heat standpoint to have a single bulb that uses twice as many watts than it is to use two bulbs that equals the same number of watts. Obviously there are other issues related to one bulb vs. two bulbs, and I'm well aware of them, but I do NOT want to get off topic (let's see how long it takes for someone to ignore that or only read the first sentence or two and go there anyway lol).

I can speculate as good as anybody, so please only reply if you KNOW the answer. TIA!
