DIY LED GROW LIGHTS- Need advice from experts.

Hey so I am interested in purchasing a bunch of LED's 1w or 3w. Preferable enough to make 2 4ftx2ft grow light panels.
I am very interested in growing with LED's and would like some help by some experts about this subject. I am very new on here and would like some support with this project

It would be much cheaper and simpler to use a COB led like the CREE CXA 3050/3070 or the Bridglux vero 18/29. No need to use random LED's of unknown quality.

Can they be used for flowering successfully?
