So im pretty sure there are others out there that take X amount of clones, put them in dixie cups and then cycle them through to larger pots and eventually into the flowering room.

So say you have 32 clones, say you put them all in dixie cups, say a week later you take 16 clones put them into larger pots and stick them under there own light for a week and then put them into flower.
Then the following week you do the same thing with the remaining 16 clones.
How long did the plants veg ?

I see people say they vegged them for a week before flower or 2 weeks or whatever.

Do they count the time that plant spent in indirect light in smaller containers as part of the veg or do you consider any plant a clone until you give it direct light in a larger container with the intention of flowering it soon ?

Soon as a plant sprouts it is in veg, even if it is a seedling. Imho.

For clones... soon as it roots ad you plant it...it is vegging.

Potting up isnt a consideration at all.

I started my latest batch from seed on August 10th. I will flip them into flowering on October 10th. So they will have vegged for 60 days.
