Damping Off?

I usually only grow from clone but i decided to do seeds this year. Is this damping off? Or just a response to the cold temps? Tent has been kept in the mid 60's due to the weather. Most of these sprouted between 48 and 72 hours ago. They dropped their shells and have not grown or moved at all in the last 24+ hours.

Damping off will usually have a crimp in the stem and then they always die, it doesn't look like damping off.

They look fine to me but they would benefit from warmer temps. Starting from seed is a little slower than from clone.
I would warm it up more if I could. The tent is in my garage and we had a random few days of sub 40 temps in mid day and 30s at night
