the fan leaves are getting in the way of new growth and they are wilting while the rest of the plant is healthy. should i cut the fan leaves off? or shorten them maybe?

The fan leaves are blocking the light just like a solar panel blocks the sun. So no, leave the fan leaves alone, trim the popcorn bud sites way down low if your light can't penetrate. As for the wilting - something is wrong if they are wilting and simply cutting them off won't get to the root of the problem - heat, underwatering, etc.
