The manufacturers have only to strive to meet CA standards because Asian made cars enter the US through San Fransisco or Long Beach and European cars are sold more in CA than other states. US made trucks are mainly sold in red state shit holes to rednecks who think global warming is a Chinese hoax, so they don't have to do much to cut emissions.
