Co2 sparking?! Is this normal?

I have used CO2 oil many times in the past, and when I dabbed it the oil would vaporize immediately and not sizzle. This stuff I just got sizzles like butane, and when held over a flame the oil lightly sparks up like a sparkler. In my experience water in the oil has more of a popping sound than a sizzle, almost like when you through water on hot vegetable oil. Is this crap really just BHO that didn't turn to shatter?
