Cloest grow maybe hydro

So i'm im moving and hopefully my bedroom will have a cloest big enough to growing hopefully to plants at a time under a 250 or 400 MH and HPS. Maybe i would do hydro would that get bigger buds than soil. i was thinking about adding 2700k cfls on the sides to help the hps. so should i do DWC or buy on of these things http://www.htgsupply.com/viewproduct.asp?productID=46824. which would get bigger buds and be easiest and cheapest but still keeping buds in mind.

soil is more forgiving

Building a DWC would be the way I would go, but keep in mind all the meters and testers you are going to have to purchase to run a hydro system. (The system itself is cheap) Also the growth is faster, but not necessarily bigger in the end.

what meters and equipment would i need what would the whole cost be and would it be better to just do a simple soil grow. im only looking for big large and high grade bud that will get me stoned out of y mind like weed ive never had before i already know the strains i want.
