the big choices with cfl's are the wattage/kelvin
i personally had great luck with 26w 5500k cfl's from home depot for veg
26w 2700k GE for flower
many like the 42w wattages, my grow was micro so the 26w fit real nice in the grow chamber

many growers use a mix of soft white/day light for veg
i personally just used 5500k and results were excellent for veg
think you'll do well either way

when i vegged i used 4 6500k spectrum 23Watters and 4 23Watt 3500K bulbs....
now that im flowering i use 4 23watt 3500kspectrum and 4 23watt 2500K spectrum

That seems to be enough light for 2 2 footers and 1 seedling and one 7 inch flowering miniplant lol
Check out my grow. glad to help

I find 42w to be the best dollar value in cfls. Using an extender and a Y adapter, I can put two of those in a large clamp reflector from Lowes and have a significant light source that I cam manuever around and get in the foliage where needed. Four of those twins can run a whole grow of 3-4 plants for just over $100.
