will using 4 or 5, 23 watt full spectrum cfl's for 18/6 for vegging and 12/12 for flowering cause a visible change in the electricity bill?

itd be just the same as running regular house bulbs on all day. you will notcie a small change prolly 20-30 off your normal electricity bill.

ok would there be anyway for someone to see where the extra usage is coming from lie from what electronics or what room?

even if i am going to flower it when its about 6 inches? if this will not work what is a higher watt full spectrum cfl that i could use and get at a local lowes,HD or walmart? i cannot order anything online just so u know. everyone tells me to order lights offline

To give you an idea:

The sun hits the ground at about 10,000 lumens per sq ft.

Those bulbs put out 1500 lumens x5 = 7500 lumens.
If you have them in a 3x3 area 9sq feet, you are getting 833 lumens per sq foot compared to the sun's 10,000

its a smaller area than that. its 6"x10"x17" im going to flower in the late 3rd or early 4th week depending on size. im also go to low stress training it.
