Can't identify this problem black dots

Ok so I have 5 plants all been growing outside sprout to now I don't see any webs but I have some dis coloration on a few leaves and black dots on a few of the leaves what should I do I'm picking up some neem oil stat I'm gonna drench the top and bottom of the leaves with it unless you recommend something else also is it ok if I spray the soil with some neem oil to make sure I got everything

neem oil will work just dont over use it you can clog your plant up. you will put a few drops of soap in the neem solution anyway

it's leaf miner and is between the upper and lower leaf surfaces. Jack's Dead Bug (active ingredient is spinosad) is one of the few pesticides that's effective.

White dots = eggs
Black dots = Poop, doo doo, feces, turd, excrement
Check for brownish spots... look very very closely. They are hard to see and it is even harder to see them move... if you see this tho most likely its spider mites. underneath the leaces
