Can i use this for cree 3590 if i had the chipset removed?

it comes in a 60 w model,

Could i attach a cree690 3500/4000 k to this heat sink,fan meanwell driver

i think they are 65$ usa

is this possibly a good value..?

The driver is 24 volts... not enough volts.

Kapton tape is high temp thermal tape, so you can tape down wires and plastic, etc, in the presence of heat....

Paste, is usually referring to TIM thermal interface material, aka in between the cob mount and the heatsink surface....ie Prolimatech 3 or Artic 5/7
