He means that your plant get back into veg mode cuz the daytime gets longer. When the daytime gets shorter, usually around August/September the plant will start flowering. I assume you had it indoor until now..??
Maybe you can cut some branches or somethin to let some more direct sun to your plant.

i had it in a pot outdoors at my home and when its got bigger i took it to other place far from my home and and its started flowering and then after a week or 2 weeks i planted it in the ground in other location.. if i cut down 1 or 2 small buds, will it continue growing and make more buds or should i leave it to finish its flowering process?

It takes 8 weeks Vegging and another 8-9 weeks to flower. Thats 4+ months all togeather.
Harvest time is in Late October.
These plants look like they came from 24-0 indoor lighting and brought out side without
bringing them to 16-8??

What part of asia and how many hours of daylight are you getting? Whats the sunrise time and sunset time where you are?

I guess the most likely is when you had it at your home you had some source of light interfering with your plant (from your house, street lamp or somethin like that) & when you move it the light hours reduced & that's what triggered flowering.

About your Q, i have heard about this kind of harvest but i have no personal experience & never really searched it. If no one answers you why don't you google it & see what you can find out. In my eyes though (inexperienced grower) it seems that you're gonna stress it a lot that way.
