California residency requirements?

i read that as long as you have a job and some sort of house/apartment, you are considered a resident. is this true? does this mean i can move to cali and be a resident right away, being able to get my med card soon after moving there?

you'll need your CA ID or DL... in order to get that, you will need a utility bill in your name or some way to show proof of where you live...

and also your social security number.
