Unlikely. I have several family members in Janesville. They tell me that growing there is frowned upon. Rednecks everywhere. If you can live out of town, great, but stealth is important. Lots of prisons nearby, and they like to keep them filled.
There are good places to grow in NorCal, but those are dependent on your immediate neighbors. Look up limits etc. for each city and county. Without a recommendation, I wouldn't chance it.
