budding in washngton

so i live in washington. i have 2 6ft plants outdoors. they were planted late, but grew very quickly. so they get about 3.5 hours of direct sunlight a day, but the buds are small.... not sure if these plants are just budding late or what. they started budding about 4 weeks ago. anyone know when plants usually finish in the seattle area? they are hybrids mostly indica. and do cannabis plants grow faster when the season is comming to an end or the beginning? thanks. btw the buds right now are the size of quarters and dimes.
