Broken seedling, can it be saved?

Hello, I had a seedling outside and there was a storm with heavy rain. I put a clear glass cup over the seedling to protect it from the water and wind and it worked pretty good. Yeaterday the weather was better and I took the cup off, overnight though the storm returned. When I went to check it 2day, it had fallen over and the bottom of the stem had browner and turned soggy but was still intact. When I tried to stand the seedling back up, it tore off the stem completly anyways, the rest of the stem is healthy and strong. Is there anyway I could save the plant? Could I maybe dip it cloning solution and put it in sum rockwool? The seedling is 8 days old and it's my biggest one, but it's no biggie if I can't save it; the season hasn't even begun yet.
