Blue Mystic Auto Space Bucket Seedling Water Problems or Light Burn?

Hey guys, here are the details of my grow:

First time grower
Strain: Nirvana Blue Mystic Fem Auto
Room: Space Bucket
Temp: Usually around 25 degrees C
Humidity: Currently just over 40, can get up between 50 and 60
Airflow: 2 computer fans, one on the plant, one exhaust next to the lights
Lights: 6 27w CFL, 3 yellow, 3 blue
Environment: Subtropical, I usually leave the door open
Soil: I live in a foreign country so let's just say the soil was in Chinese but has B-1 in it, mixed with about 30% perlite

Alright so here's the deal, pics to follow. I'm at day 10 after the seedling popped up above the soil. I ran water through the soil and let it sit a day before putting the seed in. It's directly in the bottom of the space bucket with rocks and holes at the bottom for drainage. The seedling threw out its first set of leaves pretty quick, but then growth slowed I think because the outdoor temperature was pretty cold, around 15 degrees C and I usually don't heat or cool the air in my apartment so the soil was probably pretty chilly even though the air in the bucket was around 25. On top of that, it was cloudy and wet every single day, so the soil never really dried until the sun came out. For these first days, she had her leaves curling down and her stem was curling so she was tilted sideways. I figured maybe too much water or she was shy of the lights, and the stem would straighten out eventually.

The soil finally dried when the sun came out, and she started her second set of leaves with some new growth. But then, the soil started drying REALLY fast. I started out watering with a dropper just around the seedling when the soil was dry but still sort of moist the way soil is, to avoid overwatering in this huge pot, but then that dried up really fast so I upgraded to a cup of water, that dried like a desert and today I decided to go for two cups. So that's like dropper, dry next day, cup, super dry today, 2 cups.

So today there is a slight amount of growth, but the new leaves seem to be continuing the trend of curling down and they have faint brown highlights. They are also pretty bright green... Is she getting burned from the lights? I did a lux calculation online and 6 CFLs at this distance and angle could actually be putting out over 100,000 lux, but I'm not really sure if that's accurate... Or is it just water problems? When I watered with a cup I had trouble controlling the flow for a sec and the soil bubbled up, carrying the whole seedling with it. This makes me think her roots aren't so good...

I had problems getting the pictures to focus, but if you look closely you can just see some brown on the edges of one of the new leaves (left) and a couple spots on the older one (bottom).

Update, day 13. Not much growth, more brown, paler leaves. The picture doesn't quite get the point across, it looks worse than this, more brown spots and yellow, but you can definitely see it in this picture. I increased the amount of water until it finally wasn't bone dry when I checked today, but that didn't stop the problem at all so I unplugged 2 of the 6 lights. Temp is at 30 degrees, the days are getting hotter. Any advice?

Day 16 and she is rapidly recovering, but has just barely started the third set of leaves. She's gonna be too small eh? Gonna have to start another bucket this weekend.
