On what's in the rest of the mix but also on how fast you want it to be used and how long you will veg. Bloodmeal is more concentrated (i.e. higher N in the NPK) and releases faster, easier to overdose. Wormcastings should imo be part of any organic grow.

i'm using FFOF and want a nitrogen supplement to be able to top dress with.

Blood and bone meal is very very very ....HOT!!!!, I have used it to kill weeds in my lawn, a teaspoon at a time...that said it makes a fantastic and gory tea, I use it as a defensive corrective tool, castings I use as an addition to 'perk' up my soils, or just add a sack when mixing at the season start, not rec. for use as a tea, as its very weak, in comparison to blood tea

Not only does it contain plenty of N, but you get a whole slew of other benefits that you won't get out of FFOF. Get some quality castings - not the bagged crap from the hydrostore. Don't forget some kind of mulch - I prefer leaf mulch, but use what is available. After that, go check out Teaming with Microbes.

cruetzfeldIf you want a good nitrogen supplement, I recommend seabird guano, fish bone meal, rabbit manure, cricket castings, alpaca manure, chicken manure, etc.
Considering you asked a specific "either, or" question, i'd say worm castings, but blood meal and worm castings have totally different NPK numbers. Worm castings are relatively low in NPK, whereas the blood meal is quite high in nitrogen.
If it were me, i'd go with either a nitrogen bat guano or a seabird guano.
Scared to use slaughterhouse stuff, I've read too much on prions, creutzfeld disease, and bovine spongiform encelepathy.... and yeah, I know I misspelled the bejesus out of that
