Best lights for UVB?

That is a 4x4 tent and the first time I've run the tubes in there. The CFLs are also reptile lights but essentially a t5 coiled into a ball. With the CFLs all of the light is concentrated so you can really feel the UV by just holding the back of your hand to it - with the tubes this is less so but most likely just due to the broader disbursement.
If I didn't already have the t8 fixtures in there I would probably use the CFLs simply due to price - my 15w tubes are the same price as the 23w CFLs I believe. Might as well get more UV for the price right?
