Best budget LED with regards to heat and $/photon

Hey guys!

I've been looking for a LED grow light for a while now but my needs are pretty unusual. I thought maybe you guys could help me out.

I'm on quite a tight budget so the light needs to be pretty cheap, however I don't care so much about the cost per watt/efficiency of the light just the price per photon/total strength of the light. I also need the light to run cool though.

Currently my setup is a single 600watt HPS, but due to some special circumstances I'm not able to keep the grow room anywhere near cool enough for the plants. Therefore I've now decided to switch to LEDs as they run cooler.

So essentially what I need is a 400-600watt HPS equivalent LED that doesn't get too hot and produces the most amount of light for the buck.

I'd greatly appreciate any advice!!
