aurora-looking for ideas how to grow the fastest

i bought 15 seeds offlne my plan is to use:

good soil
horse shit
6400 light bulbs maybe 4 of them
24hr light for about a month then cut down to about 16hrs then throw them out side
i cant keep them inside too long im hoping they get to be about 16 inches before i put outside any ideas or anything to help im not tryign to spend a bunch of money i just want the simplest easyest way.

save the horse shit for outside, get good soil and as many 100w cfl's as you can. a good mix of 2700K with a few 6500K. give them an 18/6 light schedule, plants grow better with a bit of a rest. when you transfer them outside, start them in part shade and move them into more direct sun every day. after about a week or so you should be ok to plant them in full sun. moving them straight from weak lights to direct sun can sunburn and kill them. if you are in the northern hemisphere, veg them for a couple weeks and move them out about the second week of may. they may be a bit smaller than you intend but they will grow very fast.
