Well i am a local guy a tico, growing for years in/out, i work in rental and managenent whit americans, power bills in vacation hauses with a/c and swiming pools go to 1000$ or more. My bill is for 200$ for my hause + 1 x 600w + fans and vege room with cfls.
Also the power company I.C.E have diferents rates depend of the hour of the day, turn your ligths from 6pm to 6am will save your money.
For a set up like yours 5 x 1000w you will pay more or less 250$ by each 1000w.
I tink grow indoors is safe, power bills are not a trouble... a 5 X 1000w will be considered big comercial grow for the local police, so take care of evething.
If you go outdoors the best monts are from oct/nov to april these are the dry monts... just give then wathered, good idea is vegete your plant indoors and flowers outdoors, do it with clones and will be a succses!
Water here are really good all around the country, 75ppm and ph of 7.
