Are these plants root bound?

What do you guys think, are these root bound for this size of pot? They are barely at their 6th node. It's been 3 weeks since they popped from soil, notice the droopy leaves?. I'm afraid to transplant them to my garden, because i have an infestation of leaf miners there and i really don't know what to do. I've bought all kinds of Insecticides and Pesticides from my local store, applied it to my suffering auto but none worked. They just keep coming and coming, Also i don't have access to any Spinosad/Neem oil here in my country (Middle East).

chlorine is toxic to mj plants too. you let it sit out overnight?it gasses off in about hours
I'm not sure they apply chlorine to the municipal water here. And thanks for the tip man, I'll definitely do that on my next watering. You know anything about leafminers and how to stop those buggers? Sadly i don't have neem oil or spinosad here, so i'm kind of frustrated about the whole transplant thing since my other plant is getting raped out in the garden.

Interesting, I'll translate that to Arabic using Google and ask around for it. Hopefully I'll get my hands on some. It just seems weird because many farmers grow basil, spinach and other types of edible leaf plants here but they never seem to stumble upon leaf miners.

you can find it where swimming pool supplies are in local stores. its pretty cheap over here.
I'll head to the agri shop near my house and ask for it, if nothing comes up I'll roam different local stores and ask around. Thanks for the help man

So i went and asked around but no one seems to know what the flip it is. The guy advised me some pesticides, so i bought some from him. Luckily when i got back home, i went out for a toke on my balcony and i found a huge beautiful Praying Mantis chilling on one of the chairs. I put her outside on my auto, hopefully it'll keep my plant safe and eat all those grown up leaf miners once they pop from the leaves.
