are these lights too far?

1 banana kush clone (2 1/2 weeks veg.) under 2 t12 40w fluorescent tubes. they are suspended 38 centimeters from top. the bulbs are cool white. are they suspended too far?

yep, you want them as close as possible without burning the canopy. 1-2 inches away is ideal.

Pic would help but under floros you are fine to put them just an inch or two away from the tops of your plants.
