Aphids bugs white fly white flies pests outbreak

so I inherited a beautiful garden that has 1) constant super white fly infestation and 2) consistent aphid outbreak that cannot be eliminated just suppressed.

It's a:
-perpetual indoor grow with a veg room and a flower room.
-have used Monterey, dr.doom no success
-recently implemented hygrozyme but just introduced that into the weekly routine as of this week (8ml per gal) first week
-once a week fresh water folier w/ anti bacterial soap

Nothing works. Please help?????

Pyrethrin is some pretty hardcore shit I've used in the past to treat whiteflies, I'm an outdoor grower and know it dissipates in 24 hours under the sun cause you definitely do not want to consume this stuff. Wear a mask, I can provide an Amazon link for the stuff I use, don't just use any pyrethrin product. If your past week 4-5 I don't think I would blast pyrethrin on the flowering ladies tho
