I'm not sure if your going for a scrog here or just using the fence for support of flowers? If a scrog is your plan your gonna need a few things to get it rockin and rolling.
1st I suggest a big pot! The more space for roots the more product you will get in the end! Smart pots, those made of pond underlayent, will help the roots with air and can be made very cheeply by going to a pond store and buying the fabric to make them yourself for pennys on the dollar!

2nd fim or top plants to produce a more even canopy. The multiple branches will be needed to make the scrog do its magic.

3rd is training. Once multiple tops and an even canopy have been established you will need to stretch them out on the screen and tie them off. This will look very goofy at first but it will be worth it.

4th allow screen to fill up. As the plant grows up thru the screen bend down new growth and tie it down to the screen until the screen is full of canopy

5th once canopy is established and roots have grown you should allow the plants to grow UP thru the screen abit before you move them to your flower area.

6. Once in the flower room remove all growth under canopy(suckers) to promote vigorous growth of tops and away you go!

Scroggin plants with the right strains is important also I have seen massive medical yields from single plants using this method but not all strains work well for scrog. Do some research and pick a strain that suits your needs and grow space and the reward will be a good amount of primo head stash.
