A few questions before I pot these seeds...

Alright first a little summary:

This is my first grow. I've germinated 10 bag seeds and will be growing indoors under 10 x 40w CFL's. I'm looking for a very fast grow and would be happy yielding maybe a half oz from each plant. I would be happy with 4-5 females in the end. I do not want 10 out of 10 females as I don't feel my lighting would support it at the moment. So in the end I'd like to wind up with 5 plants to harvest. I don't want to spend a lot of money on nutes for my first grow nor can I afford to shell out any large amount of cash on a PPM meter or a fancy PH meter.
And now my questions, feel free to answer any and all that you're knowledgeable about:

1. When the germinated seed is first introduced into the grow medium, is it safe to begin 24 hours light 0 hours dark immediately?
2. Is 24 hours light 0 hours dark for vegging going to be my best way of growing as fast as possible seens how I'm not worried about 50% of the plants being males?
3. When first introducing the germinated seed to the grow medium, what is the appropriate amount of water to give it on the first watering? Same as a normal watering or just enough to wet the seed in?
4. Will 4-5 flowering non-strain plants generate enough odor in my apartment to warrant a carbon filter or will a bouquet of different auto air fresheners suffice?
5. Because I do not want to spend a ton of money on nutrients, is it acceptable to hold off on any kind of fertilizers until the flowering stage?
6. What are the absolute bare minimum nutrients I would be able to pick up at Wal-Mart in order to harvest perhaps half an oz from a plant in these kinds of conditions.
7. Do I need to buy a pH meter or will pH strips work for monitor soil pH as well?
8. As far as setting up light timers and surge protecting power strips, what would be the best way to orientate them? Should it go Wall outlet -> Light Timer -> Power Strip -> Lights OR Wall Outlet -> Power Strip -> Light Timer - > Lights
9. Would 5 40 watt CFL's be too much current for a single $5 light timer to safely hold?
10. Is there a cheap way of calculating PPM or mixing nutes without using a PPM meter?
