85 watt fluorescent

So I went down to ye old home depot and i picked up sum flourescent lights
to be exact i bought
85watt flourescent canopy area light( made by lights of america)
it says that it has a 750watt light output -80% lower operating costs-bulb lasts 13 times longer (fluorex technology brillint white light)
will this light be able to mother a plant or to vege a plant
and i also picked up sum basic grow bulbs( or plant lights that are 75 watts)
are these good for anything
i have an hps for flowering(1000watt) but i wanna vege sum plants a little longer so i wanted to get sum enexpensive stuff ...........listed above
will this work for me or do i need sum outher stuff

IMHO, the plant lights are useless. Incandescent, right?

Please provide a little more info on the floros. What CCT? I suspect they are around 5000k.
