3 weeks and budding???

So we have these plants that are about 3 weeks old. All of them are just some seeds we had laying around.
Now 1 of them is showing signs of budding and I was hoping someone could tell me why this is...
Here are a few pix... thats as close as my camera get without getting blurry...

thanx in advance...

Too small to call that budding, looks to me like just some new growth BUT..here is the question you must answer ; What is the only way to get a plant to flower? The answer my friend is changing the light cycle to anything less than 18 on, 6 off. 12/12 is a must. Anyhow, as long as your plant is getting light 18 OR MORE hours a day (any light in excess of 18 hours per day on plants 4 weeks or older is pointless and harmful, but better imo in the first month.) you should be fine.

Make SURE they are on 18/6 while veg, and when u wanna flower givem 12/12.
