ive got something similar for my setup

250 watt duel spectrum CFL - its been doing the job great since this week but i added a few more 30watt daylights

you can keep the envirolites a bit further away from the plants then normal cfls, but 16 plants seems a bit much for 200watts

cfls are supposed to be great for vegging but the envirolites put out loads of red so they should work fine for flowering too

thats not a great image they have on that site for that light and it doesnt mention anything about "envirolite"

Sorry but i have to...

7 P's

Really... veg 16 plants with that one bulb? Did you plan to have a big wide reflector over that single bulb an hope that each plant gets its share(12.5watts) of the 200w?

If anything I think you would need 4 of those, each one over 4 plants so that they each get a bit more than... 13 watts(lol). Even 50 to me is inadequate. If ya wanted you could start a S.o.G/Scr.o.G or maybe LST all of them... since ya don't state how you are going to grow the individual plants then it is rather difficult to tell you a good way to place the bulb an its effective range. I'm not going to fish the info out of you! See why the "7 P's" work wonders

btw i forgot to mention only vegging clones for 2 weeks after rooting while thier in thier small pots ( close together) and then transplanted for flowering, however this is all doesnt matter now as i picked up a 600w HPS today so going to use my old 400w MH for veg, probably veg longer to make best use of it
