1st grow, CFL, Aurora Indica 2 plants

Hey!! I'm a first time grower and have a even more ghetto set up than you lol. But anyways I am about 3 weeks in and only have about 4 tiers of leaves. They are growing extremely slow because of our lack of proper lighting. I'm using 4-60w CFL's and just not sure of how much wattage to place in there. What watt did you use for girls and if you have any advice about how much watts to use in the future thanks!
